Community plans

Every Local Area Committee now has a community plan. Before Sheffield City Council put these plans together, thousands of residents gave us their views. So the plans show the priorities for improving the area, according to what local people have told us.

The plans were agreed in March 2022, after being discussed at public meetings. They’re quite detailed, so we’ve put together simple summaries.

The Local Area Committee (LAC) community plans are available on the Sheffield Council website. We’ve created a short summary for each area or you can read the plans in full.

Central Local Area Committee Community Plan

The Central Sheffield Local Area Committee (LAC) developed our community plan through consultations with residents, voluntary, community and faith sector (VCFS) groups and other stakeholders.

These consultations have helped us identify five key priorities within the area, which will inform what steps we plan to take on tackling the issues that matter most to residents.

The key priorities highlighted in the plan are:

  • transport and highways
  • environment
  • community safety and crime
  • community and neighbourhoods
  • business, employment and skills

Next steps

A number of actions are planned to address each of the priorities. You can read the proposed actions for each priority in more detail in the full version of the plan.

The Central LAC will continue to listen to you and work to deliver the projects and priorities outlined in the plan. Our commitments are: 

  • we will work with you to listen to your concerns and incorporate your thoughts and comments into the plan
  • we will work with partners, including the voluntary, community and faith sector and local communities to deliver the priorities and projects outlined in our plan
  • we will continue to listen and connect with communities to understand their priorities
  • we will hold a minimum of four public meetings a year to hear the views and concerns of local people and to provide updates on the Community Plan
  • we will work to shape and influence council services as outlined in the plan, to help us respond to the needs of local people
  • we will aim to represent the interest of local people and organisations with external organisations, as appropriate, to achieve the objectives outlined in the plan
  • we will produce an annual report to update you on our progress

To support the delivery of the community plan, the LAC has a dedicated budget of £100,000 for 2022-23. The LAC also has access to around £57,000 for targeted work around fly tipping and graffiti hotspots.

East Local Area Committee Community Plan

The East Sheffield Local Area Committee (LAC) developed our community plan through consultations with residents, community groups and other stakeholders in East Sheffield.

These consultations have helped us identify six key priorities within our area, which will inform the steps we plan to take to tackle issues that matter most to residents.

The key priorities highlighted in the plan are:

  • crime and community safety
  • communities and neighbourhoods
  • children and young people
  • health and wellbeing
  • environment
  • transport and highways

North Local Area Committee Community Plan

The North Sheffield Local Area Committee (LAC) developed its draft community plan through consultations with the public. We identified key issues within the area and developed a series of priorities that would inform the direction of the LAC.

The key priorities highlighted in the plan are:

  • safe roads and effective transport links
  • clean and attractive environment
  • vibrant community life

Next Steps

A number of areas for further exploratory work have been identified. These include:

  • activities for young residents by developing a group to look at current provision and engaging young residents to hear their needs
  • digital infrastructure and digital exclusion
  • routes to share community/ service information
  • routes to develop and promote volunteering
  • work focussed on supporting those in greatest need
  • people’s experience of local transport routes and other options such as community transport
  • options for road safety around schools, including 20mph zones
  • installation of vehicle-activated signs in each ward to flag excess speed
  • how to promote the integration of young residents who have been housed in council accommodation
  • how we can support local high streets
  • how we can support and develop local community groups and buildings
  • improving play facilities, parks and open spaces 
  • work to tackle graffiti, litter and fly-tipping hotspots 

This will lead to the development of options for projects and use of LAC budget. It is expected that proposals will be brought to the next LAC meeting in June/ July 2022.

Alongside this, an action plan will be developed to track the implementation of agreed work.

South Local Area Committee Community Plan

  • transport and highways
  • community safety and crime

  • employment and skills
  • children, young people and families

Next steps

The community plan sets out actions to address each of the priorities. You can read the proposed actions in more detail in the full version of the plan (appendix A). These include:

  • environment and green spaces: reduce and prevent litter, fly tipping and graffiti, produce street art, litter picking and additional bins, plant wildflowers and develop green spaces
  • transport and highways: reduce inappropriate parking, work with the community to help inform transport improvements, increase levels of active travel, improve access routes
  • community safety and crime: install Vehicle Activated Signs (VAS), install traffic calming measures, work with volunteers and partners to reduce levels of speeding, support Neighbourhood Action Groups (NAGs), work with partners to reduce crime and increase feelings of safety
  • communities: support and develop community activities, capture and share information about Voluntary, community and faith sector (VCFS) group activity and opportunities
  • employment and skills: support those who are digitally excluded with skills, development and access to employment, map out and support improvement and access to ESOL (English for Speakers of Other Languages)
  • children, young people and families: map out youth provision to understand and help fill any gaps, support and increase engagement, increase activities, support work to connect and engage with children and families

  • transport and highways: explore parking schemes, install vehicle activation signs (VAS), undertake speeding reviews, work with partners to improve transport links, encourage active travel, reduce pollution and congestion around schools
  • environment: support litter picking groups, develop environmental groups, engage with young residents
  • community safety and crime: tackle perceived fear of crime, create networks and support systems, increase number of toddler groups

South West Local Area Committee Community Plan

The South West Sheffield Local Area Committee (LAC) developed our community plan through consultations with residents, community groups and other stakeholders in South West Sheffield.  

These consultations have helped us identify key priorities within our area, which will inform the steps we’ll take to tackle issues that matter most to residents.  

The key themes highlighted in the plan are:

  • transport and highways: includes public transport, active travel (walking and cycling), traffic, speeding, parking, road safety
  • local environment: includes waste and recycling, litter, fly tipping, streetscene, parks and green spaces, trees, air quality and climate change
  • community and neighbourhoods: includes community and voluntary groups, housing, planning, activities and events, crime and anti-social behaviour, and local businesses

Next steps 

The community plan sets out issues to address each of the priorities that people told us were important. You can read the detail in the full version of the plan.

Where issues raised by the community have not been included, a summary with responses to the ideas has been provided in the full plan.

The team are now working on a delivery plan to set out the specific actions that will be taken to address the issues identified.  A copy of the delivery plan will be shared in due course, as the team start to implement the actions that will be taken. Feedback will be given at each public meeting on the progress and what has been done to that point.
